Town Council Meeting #48 - Citizens' interpellation, participatory commission and subsidies for socio-cultural associations&artists
The Town Council began by hearing a petition from a number of residents.
They asked the local authorities to put a stop to the scourge of dog pee on house frontages and doorsteps. The spokeswoman stressed that this phenomenon forces owners and tenants to clean up urine stains and puddles themselves with hot water and soap. The citizens who signed the petition asked that it be made an offence, with a fine, to let your dog urinate on a house or building.
The College replied that this was already considered an offence, but that it was difficult for municipal officers to establish that it was a flagrant offence.
As a reminder, it is entirely possible for residents of Etterbeek to make their voices heard at the local council meeting. The work of the participatory committee set up to discuss colonial signs in the public space has come to an end.
The committee was made up of 20 citizens chosen by lot and 10 members of the Local Council.
The report was presented to the Local Council on Monday. It highlights the difficulties encountered by the members of the committee in debating such a sensitive issue.
Nonetheless, the committee managed to agree on three recommendations:
- Create a thematic and artistic event on decolonisation and integrate this theme into existing programming (Parcours d'artistes, l'Automne des solidarités, etc.)
- Contextualise the actions of the people whose names the streets and monuments bear, using a range of information tools
- Contextualise the traces of the colonial era in the public space of Etterbeek by calling on a panel of experts who will draw up the content on the basis of the archives that helped the commission's work, but by broadening the spectrum.
Ecolo-Groen expressed its satisfaction that this debate was able to take place, but believes that the recommendations could have gone further. These will be analysed by the College.
Finally, the common council has validated the subsidies to the socio-cultural associations and artists. Each artistic association or each artist can present a project and make subsidy by the commune. The only conditions are;
- The association have been made up of non-professional, lucrative and commercial purposes and have its head office in Etterbeek,
- carry out their activities mainly in Etterbeek.
- For an artist, she/he must be domiciled and exercising its activities mainly in Etterbeek.
